Sarawak has spent RM21.8 billion under its alternative funding (AF) initiative to accelerate major infrastructure development across the state, Second Minister for Finance and New Economy Datuk Amar Douglas Uggah Embas said on Wednesday.
He said the AF model, introduced to ensure strategic projects could proceed without delay, has enabled the state to fast-track essential infrastructure, while preserving fiscal strength.
“The total number of projects is 1,586 (implemented under the initiative), of which 1,127 projects or 71% have been completed, while 459 projects are currently at various stages of implementation,” he said when winding up the debate on State Budget 2026 at the Sarawak State Legislative Assembly.
Among the major projects delivered through AF are the coastal road network, second trunk road, Sarawak water supply grid (stressed areas), rural electrification scheme, and digital infrastructure projects such as the Sarawak Multimedia Authority Rural Telecommunication towers and Sarawak Rural Broadband Network.
He added that the initiative also supports the construction of educational facilities such as Sarawak international schools, as well as projects implemented by regional development agencies including Upper Rajang Development Agency, Highland Development Agency, Northern Regional Development Agency, and Integrated Regional Samarahan Development Agency.
